This puzzle was created for the birthday of youtuber ChattyKathy on April 13th. Kathy, I was there from the start of your journey and now you're better at solving puzzles than me. This, and your glowing enthusiasm for the craft, are credits to our community and proof that Sudoku is for anyone who wants to expand their mind. I wish you a happy (belated) birthday and nothing but the best in the coming year.
Normal sudoku rules apply. The sum of the digit N in a cell with an arrow and the digit N cells away in the direction of the arrow is 4 or 13.
