So a chaos construction this time. I've added some examples of what is allowed, to hopefully make the rules clearer. Feedback on this would be well appreciated. Thanks!
Puzzle: Chaos Theory
Rules:
Dynamic Fog: The fog will clear when all circles have been filled with their correct digit.
Chaos Construction: Find nine, 9-cell regions in the grid. Circles and black squares are not part of any region. At least one region that enters the surrounding cells of a circle will indicate the digit that goes into the circle by how many surrounding cells it enters. Digits in circles indicate how many times that digit must appear in circles.
Each region contains 9 of the digits from 0-9 once each and must obey sudoku rules (row, column and region) with all other regions. Digits in circles have no impact on sudoku.
Killer Cages: The sum of each 9-cell region is given in the top left of it's region. Digits in cages must sum to the digit in the top left of the cage.
Below are three correct examples, showing the different digits that could go in to the circles.
The pink region enters 1 surrounding cell,
The blue region enters 3 surrounding cells,
The green region enters 4 surrounding cells.

Fabulous puzzle! I especially enjoyed the first part of discovering how the regions are built in surprising ways. The second part was tougher, it is a real scanning workout.

Thank you for your most enjoyable puzzle! Here's one for you: there is something redundant in the rules which, if relocated to your name on here yields, in the context of my name on here, a place for a quintessentially English game.
EDIT Clue: The redundant thing is a punctuation mark. Anyone?

Such a great solve! Loved the puzzle. The region building was approachable but very satisfying. Then the irregular sudoku was something else. Thanks for this wonderful creation.

Thank you for this beautiful puzzle! For me the chaos construction was really straightforward, but the sudoku part was hard. It took me a while to figure out that the zeros in the black squares have NO impact on sudoku (just like the circles), but why put the zeros there? Is it necessary for the software?
The only reason is so when you click the tick, you get a “you solved the puzzle” message. Without the zeros, it would say something along the lines of “looks good to me”. I didn’t realise the zeros showed up when you clicked on them. I feel this sudoku has some good concepts in it, but execution is difficult because I’m not adept enough with the website for making sudokus —Fenners

Nice puzzle! The region building was straightforward and nicely done with the circled digits. I had a lot of trouble with the scanning of the sudoku after that because of the numbers in the circled digits, so I made many mistakes and had to backtrack often. Besides that I had a lot of fun. The extra digit 0 is always interesting. Thank you
Glad you enjoyed it! I too had trouble with scanning. I wanted to find a way to cover the circled digits in fog after they were entered but this isn’t available yet. The best I could do was colour them blue, to match the digit, or black to match the other cells. —Fenners
