Case and Point

This was my first attempt at setting a Chaos Construction puzzle! The idea sprung from many CC puzzles using circles and arrows to deduce the regions, so using a classic Arrow constraint to do both parts seemed like the appropriate thing to do.
A 6x6 example and its solution can be found (and played) after the rules.
Rules:
- Chaos Construction: Fill all empty cells with a digit from 1-9 such that all rows, columns and regions contain no repeated digits. A region consist of nine orthogonally connected cells and must be deduced by the solver.
- Arrows: Digits along an arrow sum to the digit in the attached bulb.
- Arrow tips: A digit on an Arrow tip indicate how many cells in its own region can be seen in the direction pointed at by the arrow, not including the arrow tip itself. Other regions block vision.
- Arrow bulbs: A digit in an Arrow bulb indicate how many cells in its own region can be seen horizontally and vertically from the bulb, including the bulb itself. Other regions block vision.
