Great concept! I think the rules are clearly written, but they are different from most other skyscraper puzzles. So try to go into it without any preconceptions.
I thought about it like this: If I'm standing on the roof of a skyscraper, which other skyscraper roofs could I possibly see?
Say I'm on top of a skyscraper of height 5 and the next buildings in a line are 3,2,7,4. I can see the roof of 3, of course. I can also see the roof of 2 even though it's after 3. (Assume they're far enough apart that the viewing angle works out.) I can't see the roof of 7, nor can I see 4 which is blocked by 7.
It's a very nice puzzle though it took me rather a long time to solve. It's not overly complex, but scanning and managing the information by deleting digits is a challenge.

Love the concept. However, I think the rules are unclear. Do given digits also reveal all "smaller digits in the row/column"? I am pretty sure I'm meant to assume that.
