Region Sum Lines: Blue lines are separated into segments by box borders. The sum of VALUES on each segment of a line are equal. Different lines may have different sums.
Adjusted Values: Each cell in the grid has a value equal to its digit plus its row number. (ex. a cell in row 4 that contains the digit 6 has a value of 10)

The "inflation" sounded a little bit annoying when I first read the rules of the puzzle, but I'm glad I decided to try it. Lovely puzzle!
