Breaking Even

Normal Sudoku rules apply.
Even (X) and Odd (O) are playing a standard game of Tic Tac Toe in each 3x3 sudoku box by taking turns placing their digits in the box. Fill the grid so that every game lasts nine moves, and no game ends in a draw.
White dots separate adjacent digits. Black dots separate digits in 2-to-1 ratio. Not all possible dots are necessarily given.

The description of “every game last 9 move” is a little bit confusing, I once though it means once odd/even occupied two positions in a row then the next step of the opponent must block it if needed. But it turns out not the case. And I was really frustrated to find out that 9 is not even necessarily the winning move. I made so many wrong logic deductions based on on these wrong assumptions and I just have to start all over. Please just take that sentence out from the rule description
