Numbers outside the grid (with an arrow) indicate the sum of the digits in the direction of the arrow.
Numbers outside the grid (without an arrow) are sandwich sums and give the sum of the digits located between 1 and 9 in the row or column.

@Christovaneeden - Because we have some sandwich sums which add to 11, if 1 and 9 were part of the sum, this would add up to 10. This leaves 1 as the remainder to bring it up to 11...except you've already used 1 with the 9 to get 10. Which means it's quite clear that 1 and 9 cannot be a part of the sandwich sum itself. Not only this, but the default for sandwich sums is that they do not include the 1 and 9 (ones which do are usually called taco sums to differentiate them).
