I'm another one who didn't read the rules thoroughly enough. I was so distracted by the capitalized text that I missed the normal arrow rule.
Once I realized both were there, it suddenly became solvable. Funny how that works...

Had to restart once because i didn't understand (or to be more correct "read") the rules.
