Normal Sudoku rules apply. Digits on an arrow must sum to the digit in the attached circle. Digits on arrows (including the sum) are also used to position the digit's column in its row. For example, if R3C1 was a 6, then 1 must be positioned in R3C6.

Very nice! Funny how older puzzles seem so much easier these days. The indexing combined with experience in 159 logic made the break-in not too hard to find and the flow was really smooth which led to a fairly quick solve. I rate it 2.5 - 3 stars, in 2023 probably higher. I had a blast, thanks!
