Polka Dot Frenzy

Normal sudoku rules apply. Along arrows, digits sum to the number in the circle. In column 1, the digit indicates which column the 1 is located in for that row (ie. a 4 in r3c1 indicates a 1 is in r3c4). The same is true for 5s in column 5 and 9s in column 9.
There are two types of dots. The two cells connected by one of the colored dots are in the ratio 2:1. Along the other color, the digits are consecutive. This puzzle can be solved twice, once with each color/ruleset pair.

i felt like a crazy person the amount of times i had to restart this T___T and then i realized i was accidentally treating the arrow like a thermometer lmaaaoooo. much more smooth sailing after that. great puzzle!
