[Fog of War Series] 18. Mayan Ruins (Exploration FoW)

This is the second FoW puzzle with a Find the Hidden Rules feature. The other being 2.Interlinked--I hope you like this.
- Rules.
- 1.Standard arrow sudoku rules apply(Digits along an arrow sum to the attached circle). All arrow circles are single digit and arrows never intersect. If an arrow have 2 lines, it is regarded as 2 distinct arrows sharing the circle. Unless specified, Arrow means the entire arrow(including circle) in the hidden rules.
- 2.Decoder: Hidden in the fog are two Runes. Put the string you found into the green place of your Decoder, and it should help you decode the message!
- The Zero cages: simply put zeros into the cage to clear the fog outside of the grids. They have no impact on solving the puzzle.

Very nice concept!
The conflict checker only checks columns (not rows and boxes), and the final check always fails. I guess both are due to the decoder?
reply：Answer check should be working, if you filled the two zeros, the green cells in Decoder and the Sudoku grid
