A question mark outside the grid indicates that the sandwich, x-sums, and skyscraper clues that would go in the question mark all have the same numeric value.
The standard definitions of sandwich, x-sums, and skyscraper clues apply - for those unfamiliar with these definitions:
A sandwich clue indicates the sum of the digits between the 1 and the 9 in that row or column (not including the 1 and the 9 themselves).
An x-sums clue indicates the sum of the first X digits in that row or column, read in order starting from the clue, where X is the first such digit.
A skyscraper clue indicates the number of digits in that row or column that are "visible". A digit D is considered visible if, when all the digits in that row or column are read in order starting from the clue, there are no digits greater than D that are read before D is read.
