Standard sudoku rules applies. Fill the grid with numbers from 1 to 9 so each digit occurs exactly once in every row, column and 3x3 box.

Digits outside the grid indicates the number of different height skyscrapers’ roof one can see from that direction. Cellars don’t have roofs. High buildings blocks the low buildings.

1 will lower every buildings, who share a side with the 1, 1.5 floor height less. This effect can be stacked.

The previous one is just a nutshell for this one. I need to find a number that will effect the outside clues enough to feels not like a normal skyscraper. But if decreased too much, there will be too many cellars to deal with, which will makes small digits even harder to separate. So my conclusion is try to make 2 not above 0 and 3 not below 0 as close as possible. And there needs to be enough scenario to makes it interesting.

There was suppose to be a 8 surrounding cells and 9 emp up ones. But, i’m not that interested in this idea after this puzzle. It had gone way too far difficulty wise. 4 surrounding cells don’t have the flow i want, which is the common flow of the outside clue. It’s easy to form an opening, the smoke bomb is there, but the ending is way too uncontrollable. There’s just not enough clues that can go inside the grid. Wait, further discuss in the blackout Sudoku, that’s a fun one. Future me, don’t forget.

Wait, I just notice this is in June. that's four months since the first one. I guess I still think this idea as a back up plan, which will only reveal itself when I don't have any easier ideas. will i made a sequel in December? I don't know.
