Rules:

  • Fill in each row, column and irregular region with all the digits from 0 to 9.
  • Modular lines: every set of three sequential digits along a line must contain a complete set of residues modulo 3, i.e. one digit from {0,3,6,9}, one from {1,4,7} and one from {2,5,8}.
  • Digits along lines may repeat if allowed by other rules.
  • Digits joined by a black dot are in the 1:2 ratio.
  • Digits joined by a white dot are consecutive.
  • Not all dots are given.

lovely puzzle but was not able to solve so far. Pretty much confident about the polarity of both top lines and some other cells there, but i got badly stuck about the bottom part and i cant see where to continue ^^
