Normal Sudoku rules apply. Each row, column, and 3x3 box contains each number from 1 to 9 exactly once.

Skyscraper Sudoku rules apply. In each row and column the number of visible skyscrapers, as viewed from the direction of each clue, is equal to the value of the clue.

BUT: the clues are inside of the grid, in the cages as one-digit numbers in pairs. Horizontal cages contain the clues of the given row (the digit on the left is the left side's clue, the digit on the right is the right side's), vertical cages contain the clues of the given column (the top digit is the clue from above, the bottom digit is the clue from under).

The inequality sign between two cells shows which one contains the lower/higher digit.
