Hidden Full Rank

The Rules:
- Normal sudoku rules apply.
- Circled cells in the grid are one digit or two digit numbers read left-to-right or top to bottom. These are "Full Rank" clues for the row or column that contain them, but which side of the row or column the clue applies to must be determined by the solver. [Full Rank] Considering all rows and columns as 9-digit numbers read from the direction of the clue and ranked from lowest (1) to highest (36), a clue represents where in the ranking that row/column lies.

By far the best puzzle I have done in recent times. Simple ruleset, yet a total mindbender. In a perfect world, one would have an outside ring of cells to pencilmark the potential ranks; nevertheless this is a work of art. Thanks for setting and sharing, @ RockyRoer :).
