This is a slightly modified version of my previous puzzle.

I’ve been advised that my most recent puzzle had one step that was probably harder then it should be and that adding more clues to smooth the solution might be a good idea (thanks Jesper for the solve, comment, and suggestion).

If you attempted to solve the first version of this puzzle, you can reuse any partial solution you may have achieved in this second version since the solutions are identical. I apologize for any time wasted trying to solve the first version. This is only my second puzzle ever and evaluating how hard any particular step will be for the solver has been more difficult than I anticipated.

Rules

Chaos Construction: Divide the grid into nine orthogonally connected 9-cell large non-overlapping regions. Place the digits 1-9 once each in every row, column, and region. Region borders already placed in the grid must be respected.

Urban Chaos: Digits in the grid represent the height of skyscrapers. Taller skyscrapers obstruct the view of shorter ones. Long slender green arrows are global arrows. Digits in cells with global arrows indicate the total number of visible skyscrapers in the direction of all of the global arrows combined. Region borders DO NOT obstruct the view of global arrows. Short stubby black arrows are local arrows. Local arrows work the same way as global arrows except that region borders DO obstruct their view (e.g., if a 3 is placed in R3C2 then there are 3 skyscrapers visible from that cell towards the north and west directions combined. There are also 3 skyscrapers visible towards the East up to the first region border. It says nothing about skyscrapers after the first eastward border or about the southward direction ).

Kropki dot: Cells connected by a gray dot must have a 2:1 ratio. [marked gray instead of black to avoid a muddled up appearance due to the overlapping arrows].

Really fun region construction, and the last part flows much better in this revised version. Very nice.
