Normal Sudoku rules apply. The inequality sign between a pair of digits shows you which digit is larger. That's it!
Despite the lack of given digits there's enough information to make this one relatively easy to solve. In fact the biggest challenge to the solver is information overload.

Entering the solution code was more difficult for me than solving the puzzle :S... ;-). But thanks for the nice idea.
