Normal sudoku rules apply. The inequality sign points to the smaller digit.

Parity Cages: Digits in cages may repeat, and for each cage, all of its digits are the same parity (even/odd). Whenever two cages are connected by a white dot, the digits in those cages sum to the same number. All possible white dots (to a maximum of one dot per pair of cages) have been given.

Thanks! I especially like figuring out who is even and who is odd. All the additions in math take time!

What a puzzle. I really like this odd/even thing. It is fascinating how much you can deduce from it regarding the parity of the cages. Somewhat tricky logic (for me) towards the end - but still not to complicated. Very well constructed :)
