Normal and arrow Sudoku rules apply. Digits on an arrow sum up to the connected circled digit.
In case of multiple circles connected to a single arrow, count the digits starting from the arrow tip and connected to the specific circle. E.g. R9C6 counts R8C7 + R8C8 + R8C9, R7C8 counts R8C8 + R8C9.

For me, the difficulty should be 3.5-4 stars, so I think the given difficulty is appropriate.
