Digits may not be consecutively orthogonally
Digits may not appear within a king's move
Digits may not appear within a knight's move.
R2C2 is greater than R3C1 and R1C3
R2C1 is less than R2 C3
I have really enjoyed setting this puzzle. As the idea began to take shape, I decided I wanted a puzzle with no digital information given anywhere. The rainbow connection title is a reference to Simon Anthony who I feel confident would break out some colors to complete this puzzle. (Not that I imagine that he'll ever see this.) Personally, I used letters. You will need to keep notes in a second grid to determine the values of the cells. I hope you have fun with this little snack of a puzzle.

Figuring out which cells mapped on to other cells was easy. Figuring out which digit went in which color was really hard. My brain is fried. Great puzzle. :)
----- Yeah, I considered removing a bunch of the 9 cages to make the first part harder. I think it's possible with only 3, but I honestly wasn't trying to make it super difficult. I feel like there's a real dearth of cool puzzles under 3 stars.
