"Mencius" Sudoku

I don’t know German too much. If possible, can you help translate the German rules? I quote your translation, thank you!

Beautiful construction, it was a lot of fun

Thanks, I understood the rules :)
The text from: "Liegt die 1 vor der 9...." is my attempt at a more understandable formulation of the German instructions.
Perhaps you would like to adopt it?

To further explain the rules: 1. The external prompt number or symbol indicates the sum of the numbers in the same area between the number 1 and the number 9 in the corresponding direction and the area separator symbol, and display in the correct order. 2. If the number 1 is before the number 9, the prompt number is black; if the number 1 is after the number 9, the prompt number is red. 3. All the prompt numbers and compliances that meet the conditions have been given.

I had some difficulty with the instructions. It would probably suffice to add "in example 1 before 7".
Here is an attempt:

Waaaaah! I used the penpa+ version and saw the bar in row 4 as black...

Here's a version with red bars, without solution check:

A very fun puzzle! I do think the solution code description needs some correction, though. It says the 2nd area is the one containing "R7C1", but I think it should be "R1C7". At least, it only worked for me when I tried that instead. The solution code is also 18 digits (not 14 as mentioned).

******You are right,Thanks.

Remember as a solver, you need to use Red or Blue, or Green color to solve the sudoku for the solution to be verified by the answer check. The above is a reminder from Mr. Swaroopg. Therefore, please do not modify the color that has been set, it will affect your answer verification after the problem is solved.
