According to the following rules, the grid is divided into 7 different rigions, each regions contains 7 cells:
1.Fill in a number from 1-7 in each region, and make each row, column and region have no repeated numbers;
2. The inequality signs indicates the following information: ①The number relationship between the two cells; ②The two cells are in the same region; ③Red means a difference of 1 between the two cells, and blue means a difference of 3 between the two cells;
3.The black triangle means that the 4 grids of the field area belong to three different regions;
4.All eligible symbols have been marked.

You can use Number -> Text (In PANEL) input feature of Penpa+ that allows any unicode symbol. Read in the Manual for detailed instructions. Here is the updated version of the puzzle https://git.io/JtqmN

Looks ok, as a workaround.
