Dense Populations

Today a variant on Skyscraper sudoku, which also allows some logic from other sudoku variant(s). The start should be a bit of an introduction about the ruleset, after which it gets more tricky. I am also working on another variant on Skyscraper sudoku, so if you enjoyed this one, you'll have something to look out for! Have fun solving!

Rules
Standard sudoku rules apply.
Variation on Skyscraper clues applies: Every cell in the grid is a building, with the digit in it being the height of the building. Clues outside the grid indicate the buildings seen starting from the 1 in the row/column, heading towards the 9 in the row/column of the clue. The 1 itself isn’t included in the count. Taller buildings block the view of smaller buildings.
For instance, the clue of a row 531264978 would be 3: starting from the 1 (in the direction of the 9), the 2, 6 and 9 are seen according to skyscraper rules.

From the way I am interpreting the rules of the puzzle it is unsolvable. I interpret the rules as follows: Every cell in the grid is a building, with the digit in it being the height of the building. Clues outside the grid indicate the buildings seen starting from the 1 in the row/column and ending at the 9 in the row/column of the clue. The 1 itself isn’t included in the count. Taller buildings block the view of smaller buildings.

This interpretation of the rules forces the 1's in the row/column to come before the 9's in the row/column, making this puzzle unsolvable in several locations.

--- I understand your confusion, but it is key that it doesn't matter whether the 1 or 9 comes first. In the finished grid, you would read clues as follows: find the 1 in the clue's row/column and look in the direction the 9 in the clue's row/column. The clue then indicates how many buildings are seen, not including the 1. Hopefully this clarifies it for you!
