This puzzle was made as an homage to clover whos catalog i finished a while ago. Her puzzles are always a blast. Go check them out

Rossini: Arrows outside the grid indicate the direction in which the first three digits in that row or column (nearest the arrow) increases. If no arrow appears adjacent to a row or column, the three nearest digits must not be in increasing or decreasing order (that is, the central digit must be the highest or lowest).
Pointing Digits: For arrows inside the grid if the digit X appears in an arrow cell, then X must also appear exactly X steps away from that cell, in the direction that the arrow points.
