Normal sudoku rules apply.
Even/Odd: Fully shaded cells are even. Cells shaded with a circle are odd.
Numbered Rooms: The digits outside the grid can be found n cells into the row/column they are next to, where n is the first cell along that row/column. An example row could be 124596873 | 8.
Cages: No digits may repeat inside a cage. The cages each have a different hidden value which is up to the solver to determine. The hidden values are equal to the sum of all digits in the cage (e.g. if the value is 28, the cage must sum to twenty eight). Additionally, the first digit of the hidden value says how many of the second digit there is. (e.g. if the value is 28, there are two 8s in the cage).
Solution code: Row 2

It took me a few rereadings of the rules to determine that the cages were meant to be combined standard and see-say with unique sums, but once I understood that I found it rather remarkable how powerfully they constrained the grid. Well set! Thank you, sisaloofafump
