Normal Sudoku rules apply
In each box every 3-cell horizontal row and vertical column adds to the same sum.
Black dots connect cells in the ratio of 1:2 and white dots connect cells one apart. Not all dots are given.
If the grid is turned 180 degrees the sum of the digits in any cell pre and post rotation will be divisible by three.

This took me 45 minutes. The logic was a little tricky to find and follow, but once you got the hang of it pretty straightforward. I would rate it 2 star in difficult. But a very nice solve with a unique rule set.
