Rules: Normal sudoku rules apply. In each row, a digit N points to column N. Following these pointers decomposes the row into cycles. If a cell contains a horizontal mark, it belongs to a cycle whose length is equal to its digit. Analogously, in each column, a digit N points to row N, decomposing the column into cycles. If a cell contains a vertical mark, it belongs to a cycle whose length is equal to its digit. Not all possible marks are necessarily given.

Example: The row 645213798 consists of four cycles: 6->3->5->1->6, 4->2->4, 7->7, and 9->8->9. The digit 2 could therefore have a horizontal mark, since it belongs to a cycle of length 2 (but it need not have one).

Note: Rows are numbered from top to bottom, and columns from left to right.

Excellent puzzle. It brought back memories of this one by feadoor https://logic-masters.de/Raetselportal/Raetsel/zeigen.php?id=000OJ2 which uses cycle sums rather than cycle counts.

I was surprised at how naturally this solved - it looked as though it might take more work.
