This puzzle was made for round 4 of this years Skunkworks League competition. The idea was to make a puzzle using only arrows. Target difficulty 2*.

Place the digits 1-9 once each in every row, column and 3x3 box.

Digits on a pink arrow count the number of cells in the indicated direction excluding those whose digit is lower than any digit between that cell and the arrow.

i.e. like a 'skyscraper clue' where ‘buildings’ of equal size are both counted. For example, an arrow pointing to six cells containing 2,1,2,1,8,7 (in that order moving away from the arrow) would have a value of 3.
