After too long a time, I am back to collaborating with sujoyku! We created two puzzles together in about two days, and sujoyku will be publishing the second soon! As always, it was an absolute pleasure to collaborate with my most frequent partner.
RULES:
SUDOKU: Each Row, Column, and 3x3 Region has to contain the digits from 1 to 9 once each.
Each Line is both a SPLIT PEA and a BETWEEN LINE.
SPLIT PEA LINES: The sum of the digits on a line strictly between two circles is equal to a concatenation of the two values in the circles, in some order. For instance, 3_346_1 could be a valid split pea line, as 3+4+6=13, which is 1 concatenated with 3.
BETWEEN LINES: Digits on a line must lie strictly between the digits in the circle at either end of the line.
Happy solving! Please leave a comment if you enjoyed, and check out some of sujoyku's puzzles!
Solution code: Row 7 of the solution, from left to right.

Very careful construction and really only one tricky step to justify the 3*, otherwise all very smooth.
