I think I finally managed to set an approachable Chaos Construction. Many thanks to Dorlir for discussing his new Target Sums constraint with me and all the detailed testing feedback! I like to thank all who tested and wish you joyful solving!

Rules:

- Chaos Construction: Divide the grid into seven orthogonally connected seven-cell regions, and place the digits 1-7 once in each row, column, and region.

- Circles: The four cells around an circle must either all belong to one region or all belong to different regions.

- Target Sums: A clue X outside the grid indicates the sum of all the digits that appear in its row or column before reaching the target digit X (starting from the end with the clue).

Example: A row with a Target Sums clue of 5 could read 2351647, as the digits 2 and 3 that appear before reaching 5 sum to 5.

- Indicated Region Borders: For each outside clue, the digits in the sum must belong to the same region and the digit X must belong to a different region.

Very nice and accessible puzzle! I gave it 2 stars, though, I found it (just) too tricky for a 1 star puzzle. (Even though I had just finished Accuracy, which certainly helped for this one.)

36:30 minutes to solve. Not the easiest Chaos Construction puzzle I've solved, felt too tricky to be GAS. The CC puzzle with target sums from Prof.Dori was definitely easier

Thank you for your comment, JVA! I did not mean to imply this was very easy, just thought it was more approachable than my first two CCs (which turned out to be 3*s). To be honest, I am surprised this got rated 1*, initially I uploaded it at 2.
