If the grid is rotated 180 degrees the digits in any cell post and pre rotation can make eleven.
Cells with a tartan dot between them have a difference of one or two. All dots are given.
All the FIVES live in Dutch Flats where they have a noisy ONE directly above or a noisy NINE directly below or both. All FIVES have two noisy neighbours except for two of them who have only one either above or below; one of those two lucky fives lives in column two.

Nice combination of rule sets. I might consider clarifying what "can make eleven" means. I guessed at what you meant and was correct but others may not be so lucky.
