Orange Lines are Entropic Lines:
Every set of three consecutive cells along an orange line must contain one low digit (1–3), one middle digit (4–6), and one high digit (7–9), in any order.

Grey Lines are Palindromes:
Digits read the same forwards and backwards along the line.

Black Dots:
Cells separated by a black dot contain digits in a 1:2 ratio.

Negative Constraint:
Orthogonally adjacent cells may not contain consecutive digits unless they are separated by a black dot.

I don't think that negative constraint exception is needed.

IMHO, this is a 1* puzzle if you know a certain consequence of these rules, yet at least a 4* puzzle if you don‘t.
