Colors used are gray (g), brown (w), blue (u), brick (k), and yellow (y). The shading may resolve before the puzzle does; if so, removing unshaded markings is recommended. Goodliffing will likely be your best friend in this puzzle.
Bonus challenge: Before placing any digits or numerical markings, see how much shading (including unshaded) you can determine. Then count the cells whose shading remains undetermined. My best result leaves 8 cells with undetermined shading.

The squares outside the grid indicate the order of the runs of contiguous cells that sum to the number in the square and are shaded the color of the square. There must be at least one unshaded cell between runs of the same color. All runs are given.
For many clues, the run’s sum is unknown. If the clue contains a single question mark, the clue is a one-digit number. If the clue contains two question marks, the clue is a two-digit number.
There are 13 three-digit emergency or crisis numbers represented by the listed clues. Every clue with a printed numeric value is part of one of these numbers; no unknown clue (? or ??) is part of any number. Each number is formed by reading clue values in order. For example, the number 615 could appear as a 6 followed by a 15. Identifying the actual emergency or crisis numbers may be interesting, but it is not necessary to solve the puzzle.
