Normal sudoku rules apply.
Whisper-5: Adjacent digits on a green line must differ by at least 5.
Kropki Dots: Digits separated by a white dot are consecutive. Digits separated by a black dot are in a 1:2 ratio. Not all dots are necessarily given.

Over an hour for me. I worked out a system (5's, colouring then the white dots) but I couldn't get a break-in! Nice puzzle, thanks.

Not sure what I missed. I got the 5s and coloring without the hint, and figured it was the black kropki that would differentiate. Eliminated one option, but all the others seemed to work as far as I could see. Ended up guessing.

After coloring propagate the 46 (and the inference from it) to determine low/high.

That was so satisfying! Reading the other comments, I guess I stumbled into the differentiating pairs that made the coloring of the entire grid easy before even worrying about the black dot.

I ran into the same problem others did. Got the 5s. Coloured the cells. Dropped one digit from the black dot. Then had to guess the high/low. Got lucky on the first guess. For laughs i went back and retraced the grid with the wrong choices for the black dot and the breakdown came fairly soon. But not sure if i could have seen it without filling in cells.
It would be nice to have a save progress checkpoint. Rather than having to undo a lot of entries one by one.

Ruling out one of the options for the black kropki was quite a long path before I got a contradiction. Perhaps there was a shorter way but I didn't see it. Even with the hint, I think this is a bit harder than one star.

to keep this to level 1,
1) track all the 5s
2) now, with adjacent digits being the same polarity, colour the grid
3) use the black kropki dot to determine polarity
