Rules:
Normal quatroquadri sudoku rules apply, i.e. fill a digit from 1-9 into each cell such that no digits repeat in any row, column or box.
No two digits a chess king's or knight's move apart can be the same.
Orthogonally adjacent digits are non-consecutive.
The digits along the arrow sum up to the digit in the circle.

A nice trick that I borrow from regular sudoku, not intuitive but very fun coloring puzzle!

the "miracle" ruleset is extremely constrained, true. but the QQ variant weakens all constraints to almost nothing.
therefore it is almost certain that this is NOT level 2.
