Special Thanks
Credit where credit is a due - SennyK created German Sums. It's a neat idea, and opens the door to lots of similar ideas, and this for me was the natural continuation. It probably goes without saying that I've already looked at Dutch Sums with Dutch Flat Mates (DFM), but I wanted to release a non DFM version first, and it took a while to find a version that felt fun.
Sujoyku also had the same idea to adapt SennyK's puzzle in Ascending Sums with a 'Thermometer' twist.

Initial Setter Difficulty: 3 / 5
Normal Sudoku rules apply
Place the digits 1-9 so that they do not repeat in any row, column, or 3x3 box.
Dutch Sums
A clue outside the grid gives the sum of all continuously adjacent digits with a difference of at least 4 up to (and not including) the first digit with a difference of 3 or less in that row or column from the direction of the clue. A digit in the first cell is always included in the sum.
Visual Rules Example:
1 + 9 + 2 + 8 = 20 from the left - with 7 breaking the chain.
A single 3 from the right - with the 4 immediately breaking the chain.
Hint if stuck
The 'negative constraint', by not overshooting the sum, is crucial throughout this puzzle. This is well worth rechecking if you are stuck.
Solution code: Row 5
