Rules:

The red cells are column indexers. The digit in the cell indicates which column contains the columns number in that row.
The blue cells are row indexers. The digit in the cell indicates which row contains the rows number in that column.
The two purple cells are both row and column indexers.
The black dots separate digits in a 1:2 ratio.
The V's separate digits that add to 5.
The X's separate digits that add to 10.
