The gardener I hired to plant flowers into my garden wasn't able to follow my instructions. I had asked for them to plant roses and daisies in a specific arrangement, and though they did only plant flowers in the specific spots I requested, they seem to have chosen flowers at random; even using some flowers I didn't even ask for! And to top it all off I've forgotten which flowers I wanted where. Would you be kind enough to help me figure out what my intended flower arrangement was?
Rules:

A flower that was supposed to be a rose (not necessarily the emoji shown) counts how many digits in the (up to 8) surrounding cells are greater than or equal to the digit on the flower.
A flower that was supposed to be a daisy (not necessarily the emoji shown) counts how many digits in the (up to 8) surrounding cells are less than or equal to the digit on the flower.
