Apply classic sudoku rules.
Clues outside the grid indicate the sum of the digits of a palindrome, that is located somewhere in the diagonal direction of the arrow, and consists of at least three digits.

Got a bit turned around trying to figure out the 16-palindrome, but was able to solve the puzzle without it (and verify its correctness by finding the line on the completed grid).
