Put the digits from 1 to 9 once each in every row and column.

Fog of War: The puzzle is partially covered in fog. Placing correct digits may reveal fog somewhere in the puzzle. Placing a correct digit in a cell doesn't necessarily reveal the fog in that cell.

Chaos Construction: Divide the grid into nine orthogonally connected regions that contain the digits from 1 to 9 once each.

Each region contains a cage that is entirely confined to that region. The sum of the digits in each cage is equal to the sum of the digits in its region that are currently covered in fog, divided by the sum of the digits in its region that are currently not covered in fog (rounded down).

If, for whatever reason, that last rule is confusing to you, here’s a 4×4 example that illustrates the concept:
