I borrowed palpot's Pointer Sums ruleset for this puzzle.

  • Normal sudoku rules apply.
  • Full Rank:
    • The digits on columns and rows, read in both directions, make a total of 36 numbers of nine digits each.
    • Clues outside the grid show the rank for the indicated row/column among those 36 numbers, where the lowest is 1 and the highest is 36.
  • Pointer Sums:
    • Clues outside the grid also indicate the sum of all pointer cells of the row/column from the direction of the clue.
    • A cell with digit D in row/column X is a pointer cell if its distance (in cells) from the digit X in that row/column is exactly D. (For example, if row 6 is 791653248, then 1 and 4 are pointer cells. The 1 is one cell away from the 6, and the 4 is four cells away from the 6)
