Sky-Ranker

This puzzle is inspired by Full Full Rank Rank (created by The Book Wyrm) and Sky-Skyscraper (created by Phistomefel). I personally think the difficulty should be 4*, but all my testers insist it's a 3*.
Rules:
- Normal 6x6 Sudoku rules apply: Place the digits 1-6 exactly once in every row, column, and 2x3 box.
- Inequality: The digit in R1C5 must be greater than the digit in R2C6.
- Skyscraper Clues (Inner Layer): The clues immediately outside the 6x6 grid are Skyscraper clues. Each digit in the grid represents a building of that height. A skyscraper clue indicates the number of buildings visible from that direction, where taller buildings obscure shorter ones.
- Rank Clues (Outer Layer): A value in an outermost cell represents the rank of an 8-digit number formed from that direction. The 8-digit number is formed by concatenating the starting Skyscraper clue, the six digits in that row/column, and the opposite Skyscraper clue. There are 24 such numbers in total. Rank (1) is the lowest and (24) is the highest. If two or more numbers are identical, they share the same rank, and the next rank(s) are skipped.
Clues in the outer layer indicate the inequality satisfying that rank (e.g., "≤4" means the rank of that 8-digit number is 4 or less).
