Quadular Arithmetic

This puzzle was made for Scojo's weekly puzzle prompt. The prompt was to use quadruples and a clue that served a dual purpose. I wanted to go with counting quads as my dual clue type, but needed something else to get the puzzle going. Modular lines had some nice interactions with my vision for the counting quads. I hope you enjoy!
Rules
Normal sudoku rules apply.
Counting Quads:
Each digit touching a quad circle indicates how many times that digit appears around quad circles.
Modular Lines:
Every set of 3 adjacent digits on a teal line must contain a digit from each of the mod3 subsets of {1,4,7}, {2,5,8}, and {3,6,9}.
Digits separated by a white dot are consecutive.
