Balanced Sudoku #06: Whirled Peas

- Balanced Sudoku: Place the numbers -4 to 4 once each in every row, column, and marked region.
- Sum Dots: Numbers touching a gold dot must sum to the number in that dot. Numbers may repeat in such a sum, if allowed by other rules.
- Split Peas: Numbers along a green line between two circles must sum to a concatenation of the numbers in those circles, in the balanced nonary numeral system (in simpler terms: multiply one circle by nine and add it to the other, and the resulting sum must be the same as the sum of the numbers on the line. Further clarifications: there may be a zero in the nines position, if allowed by other rules, and if a circle has multiple lines attached, the digit in that circle may be a nines digit for one line and a units digit for another).
