You are a smuggler and must chart where the authorities are watching in order to land your "salvage"! When I was young I often went on holiday to the south coast of England, which was famous for its smuggling activity in the days of sailing ships - the coast was dotted with lighthouses and the smugglers would have to avoid them to land their stolen cargoes. This puzzle is a tribute to that and also, in my opinion, brutally difficult - you have been warned! I hope you enjoy it - if you do, please rate it and recommend it to your fellow solvers!

"Cells larger than the lighthouse block line of sight" now followed by "and are not seen by the lighthouse."

"Cells larger than the lighthouse block line of sight" doesn't clarify whether those cells are themselves seen and lighted. Intuitively, a building higher than a lighthouse would be seen and lighted by the lighthouse, while hiding any building behind it. But in this puzzle, higher buildings seem to exude some magical force field that prevent themselves from being seen and lighted.
This is a general problem when a puzzle uses a theme - around the edges, the analogies tend to break.
