$10 Modular Housing

This puzzle was inspired by ChinStrap's Oops! All Regions. Testers have estimated 3.5 stars difficulty.
- Chaos:
- In the central 7x7 grid, digits do not repeat in a row or column.
- Divide the area outlined in thick black lines into 7 orthogonally connected regions, each containing all the digits 0-7.
- Regions can cross the dashed lines into 'outside' cells, in which they become Mod 10 X-Sum clues (explained below.)
- The digit in a circle is equal to the number of outside cells its region occupies.
- Mod 10 X-Sums:
- Every digit outside the grid is a valid clue, which indicates the sum modulo 10 (i.e., the units digit only) of the first X digits in that row or column, where X is the first cell seen.
- Additionally, the first x cells are in the same region, and the x+1th cell is in a different region.
- Cells outside the grid do not count towards X, nor contribute to the sum.
