This is the fifth puzzle in my series of chaos construction/extra chaos puzzles, each with a particular constraint telling you what's in each area... but this is the most difficult yet! Today is whispers! If you enjoy it, please be sure to check out the previous examples:
Chaos Construction: Divide the grid into nine orthogonally-connected regions, so that each row, column and region contains all the digits 1 through 9 without repetition.
Extra Chaos: No 2x2 square anywhere in the grid may be entirely part of the same region.
Seeing Cells: Seeing cells count the number of cells visible orthogonally (that is, in the four cardinal directions) in the same region as themselves, including themselves. Other regions block line of sight. Only Dutch whisper cells and windmills (as defined below) see in this manner; no other cells do.
Dutch Whispers: Thick orange lines are Dutch whispers - any two cells next to each other along a Dutch whisper must differ by 4 or more. All cells along Dutch whispers are seeing cells.
Dutch Windmills: Orange dots are windmills. They are seeing cells, but there is no other seeing cell in the eight surrounding cells which differs by 4 or more (and therefore which could be connected to it with a whisper).
German Whispers: Thin green lines are German whispers - any two cells next to each other along a German whisper must differ by 5 or more. No cell on a German whisper is a seeing cell.
