An idea I've wanted to do for a while, and Scojo's latest prompt of extra regions and lots made me finally do it. Thanks to all who tested!

Rules
  • In the main 7x7 grid fill the cells with the digits 1-7 such that there are no repeats in rows or columns.
  • Extended Chaos Construction:

    • Build nine 7-cell orthogonally connected regions such that digits do not repeat in a region. Regions will cover both inside grid and outer clue cells (but not the given clues or greyed out outside areas).
    • Two solid black region borders in the grid have been given.
  • Numbered Rooms:

    • Blank outer clue cells are numbered rooms clues and must contain digits for solution check to work. Outside clues in rectangles are given numbered rooms clues. (A fully grey cell is to be left empty.) A clue's digit must also appear in the Nth position looking into the grid in the row/column, where N is the digit in the first position.
  • Outside Cell Counters:

    • Circles count the number of outside cells that circle's region contains. All possible circles are given.

Solution code: Row 5 of the main grid (including the outside cells) from left to right with dashes at region borders (9 digits total).

Very unusual, very complex, extremely fun. I agree with 5 difficulty; once you find all the crucial steps it unfolds rather quickly, being a small grid, but it took me very long time to find all the steps and root out the fatal mistake i kept making.

Not sure I agree with aqjhs rating, at least one or two deductions were very hard to spot! Very satisfying and great puzzle.
