Stuffed Crust

Rules
Normal sudoku rules apply.
Sandwich Crusts:
Place 18 'crust' cells into the grid such that each row, column, and box contains exactly 2 crust cells. Each digit from 1-9 will appear exactly 2 times in a crust cell.
ALL cells that border the grid indicate the position of a crust when counting from that border. (i.e. numbered room clues)
Note: There is no stated requirement that each crust must have at least one border cell indexing its position.
Sandwich Sums: Numbers outside the grid indicate the sum of digits between crusts in the corresponding row/column.
The inequality sign points to the smaller digit of the two cells it touches.
